If any property owner fails to comply with any notice served upon him in accordance
with the terms of this chapter, or fails to comply with an order of the city manager,
or his designee, following a hearing, within the time specified therein, then the
work order to be done in such notice may be done by the city, under the direction
of the director of public works, in accordance with the procedures established in
this chapter.
