No person shall sweep or deposit any hay, straw, manure, litter, papers, handbills,
filth, ashes, old clothes or rubbish of any kind or nature whatsoever on any street,
alley, sidewalk, ditch, canal or any public place or upon any vacant lot of the city
or set fire to any of the foregoing material within 40 feet of any building, unless
such fire is in a stove or other appliance suited to such purpose.
