Every house in the city numbered after April 21, 1975, shall be numbered by the owner
thereof with plain, distinct metal or composition numerals, of a color contrasting
with the background, not less than four inches in height, and of a design approved
by the city manager. Such numbers shall be placed upon some portion of the house visible
from the adjacent street.
