§ 90-31. Applicability of article.

Nothing in this article shall be deemed as making it mandatory for any person to patronize licensees under this article where he properly or legally disposes of his trash by other means, as long as he abides by sanitation laws on the subject. But no system of collection or person may charge for the collection of trash, except the holder of a license issued pursuant to this article.
