§ 1-9. Effect of repeals.

  • (a)

    The repeal of an ordinance or portion of this Code shall not revive any ordinance or portion of this Code in force before or at the time the ordinance or portion of this Code repealed took effect. The repeal of an ordinance or a portion of this Code shall not affect any punishment or penalty incurred before the repeal took effect or any suit, prosecution or proceeding pending at the time of the repeal for an offense committed under the ordinance or portion of this Code repealed.

    (b)

    This section shall extend to all repeals, either by express words or implication, whether the repeal is in the ordinance making any new sections upon the same subject or in any other ordinance.
